The analysis is based on more than <strong>11 million page views<\/strong> from <strong>2018 to 2024<\/strong>. The aim is to understand which topics local authorities prioritise, how these are received by users, and how information needs differ between language groups.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Key Message<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Digital integration platforms realise their full potential when they provide <strong>multilingual, locally relevant and needs-based information<\/strong>. Topics relating to <strong>housing, language, the law and everyday life<\/strong> are particularly important, as they address the lived realities of the target groups directly. <strong>Continuous maintenance<\/strong> and <strong>data-driven prioritisation<\/strong> ensure the platform\u2019s long-term impact and acceptance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With regard to crisis response, the study shows that regions which were already online when the war in Ukraine began were able to react very quickly. Within a few weeks, they expanded their platforms to include <strong>Ukrainian and\/or Russian<\/strong>. Three months after the start of the war, <strong>70 per cent<\/strong> offered Ukrainian \u2013 whereas previously not a single local authority had done so. During this period, visitor numbers also rose significantly.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Key Thematic Areas<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Most local authorities focus on traditional integration issues:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Work &amp; Vocational Training<\/strong><\/li>\n\n\n\n<li><strong>Learning German<\/strong><\/li>\n\n\n\n<li><strong>Family &amp; Childre<\/strong><\/li>\n\n\n\n<li><strong>Consulting &amp; Support<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Topics with a strong relevance to everyday life, such as <strong>transport, opening hours and public holidays, housing, racism and discrimination, or information for older people<\/strong>, are less frequently covered. These differences point to varying priorities \u2013 influenced by local resources, administrative structures or assumptions about the needs of target groups.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Usage and Engagement<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Usage patterns do not always correspond to the administrative bodies\u2019 thematic priorities.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The most frequently accessed topics are <strong>practical, everyday issues<\/strong> such as opening hours, transport and contact details for public authorities, although information on these is often in short supply.<\/li>\n\n\n\n<li>Content relating to <strong>housing, learning German, legal issues<\/strong> and <strong>information for refugees from Ukraine<\/strong> is seeing high and sustained usage.<\/li>\n\n\n\n<li>More content leads to <strong>greater usage<\/strong>, particularly for the key topics of <strong>language, legal status <\/strong>and <strong>housing<\/strong>. There is no saturation effect.<\/li>\n\n\n\n<li>Topics such as <strong>LGBTQ information<\/strong> or <strong>leisure activities<\/strong> achieve higher access rates than their limited presence would suggest.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Differences by Language<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is a marked difference in interest in information between the language groups:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ukrainian\/Russian:<\/strong> high demand for accommodation and language courses<\/li>\n\n\n\n<li><strong>Arabic:<\/strong> strong interest in legal information<\/li>\n\n\n\n<li><strong>Farsi\/Dari:<\/strong> above-average use of LGBTQ content<\/li>\n\n\n\n<li><strong>English:<\/strong> frequent use for transport and administrative matters, less so for work and education<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The results show clear differences between the language groups: the issues of concern vary depending on origin and residence status.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Implications for Towns and Districts<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">1. <strong>Strengthen practical topics:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Information relevant to everyday life (opening hours, transport, housing) is in high demand, but is often under-represented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2. <strong>Strategic planning for language versions:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Translations should be tailored to actual needs. Arabic and Ukrainian remain key languages, supplemented by English as a bridge language.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3. <strong>Actively analyse usage data:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Click statistics can provide insights into which topics and languages are most important in your own region or in other regions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4. <strong>Securing resources for the long term:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most local authorities spend less than four hours a week on care.
