Search Assistant and Online Advice with Frag Integreat
With ‘Frag Integreat’, the Integreat platform now offers a new feature that provides users with personalised answers to their questions. Users can ask their questions in a chat window, and the answers are generated exclusively using Integreat content relating to the selected local authority. Unlike the existing Integreat search function, ‘Frag Integreat’ is able to find relevant content based on meaning, rather than just direct matches to search terms. This means that appropriate answers can be provided even for imprecise questions or search terms.
To ensure the accuracy of answers, questions are only answered if they are covered by the content of the relevant local authority. The pages used to answer the question are displayed to users as further links.
Questions can be asked in any language; the answer is generated in the language selected for the content.
The chat-based search assistant will be available from 1 February 2026; it is free of charge and requires no data protection adjustments.
Expansion: Online Counselling
Optionally, municipal staff can use Frag Integreat to take over conversations and thus engage directly with app users. Frag Integreat supports this process with automatic translations in both directions. Those seeking advice continue to write in their native language; advisers can reply in German, and the reply is then automatically translated. Insight into the questions posed by the app’s target audience also makes it possible to identify and address gaps in the Integreat content. When conversations are taken over, advisers have access to all responses, as well as the reasoning behind why our system chose to use or exclude specific page content in its replies.
The open-source helpdesk software Zammad is used in the background, enabling questions to be answered collaboratively across teams or departments without any issues. With Frag Integreat, it is therefore possible to establish a fully comprehensive digital advisory service without language barriers.
This extension is aimed at towns and districts that wish to expand Integreat into a digital advisory service and can allocate the necessary time resources to do so. It is also possible to have the supplementary advisory system managed by a third party or a social services provider.
The Frag Integreat Roadmap
Frag Integreat was developed in collaboration with the City of Munich as part of the 2024 Innovation Competition and the Open Source Sabbatical. Since September 2025, Frag Integreat has been in use by just under 10 Integreat local authorities as part of a trial phase. From February 2026, Frag Integreat can then be activated for all local authorities using Integreat.
As with all other Integreat features, we will continue to develop Frag Integreat and adapt it on an ongoing basis to meet users’ needs. So far, Frag Integreat is only available via the web app (https://integreat.app). An integration of ‘Frag Integreat’ into the mobile app, available via the Google and Apple Stores, is planned for early 2026. As with all our software projects, our future plans are transparently available for public viewing.
